No. A Quranic Taweez containing only divine verses and Names of Allah is not shirk. Shirk occurs when one attributes divine power or seeks help from other than Allah. A Taweez is a written form of remembrance (dhikr) and invocation of Allah's Names, which is explicitly commanded in the Quran: 'And to Allah belong the best names, so invoke Him by them' (Surah Al-A'raf, 7:180). The great scholar Ibn Al-Qayyim Al-Jawziyya clearly distinguished between permissible Quranic Taweez and impermissible talismans with symbols or idolatrous elements.
